Tentative Agreement between the Wareham Education Association and the

Wareham School Committee

September 1, 2011-August 31, 2014

June 27, 2011

Except as indicated herein, the agreement between the parties effective September 1, 2008 through August 31, 2011 shall continue in full force and effect:

Article XIX - Length of Work Year and Work Day

a.   Section A shall be amended by changing "four (4)" to "three (3)" in each place where it appears.

b.   Add the following sentence to Section B: one mandatory school related meeting each week for an additional twenty minutes for a total of 45 minutes. Teachers will be permitted to leave school after the students are released for one additional day per week.. These days shall be scheduled into the building's calendar, with a start time for the school related meetings reflecting the student dismissal time, at the start of the school year so teachers can plan accordingly. On the remaining two days, any individual student related meetings will commence as early as possible prior to or not later than student dismissal time

c.   Sections B, C, and E shall be amended to include Deans.

Note:   The appropriate changes/additions shall also be made to Appendix E as to Deans.

d.   Section D shall be amended such that the last day of the school year shall be a half day for all schools.

e.   Section D shall be amended by deleting the last sentence.

f.   Section F shall be amended to read as follows:

"Elementary teachers will attend two (2) meetings per year for parent conferences which may be scheduled in the evening. Music teachers, in lieu of their annual concert, will attend only one of the aforementioned meetings."

Article XXI -Teacher Preparation Time and Work Load

a.   Acknowledging that any change in schedule is a mandatory subject of bargaining:

Add to Section B"The daily schedule at the high school shall be comprised of 4 class periods of equal length; Teachers of Grades 9-12 shall teach a maximum of 3 periods each day. Teachers of 9-12 shall have no assigned duties during the blocks and may leave ten (10) minutes after student dismissal on Wednesday. The Association will meet with the high school principal and the Superintendent on /or before July 31, 2011 and on/ or before every June 1 thereafter to review high school faculty assignments for the purpose of reviewing teachers' schedules with a goal of establishing an equitable distribution of students.

Article XXIV - Teacher Evaluation and Personnel Files

a.     The joint Evaluation Committee shall continue to meet. The trial evaluation program shall be expanded to include elementary and middle schools. This committee shall, upon notice of implementation of newly revised teacher evaluation regulations from MA DESE, review the regulations and recommend changes to Article XXIV by January 1, 2012.

b.     "Instructional Leaders" shall observe teachers during the Year 1 of this Agreement. As of Year 2 of this agreement, Instructional Leaders shall complete Summative Teacher Evaluation reports.

Article XXIX-General Provisions

a.   Add Section F: "Members are expected to dress appropriately for a school setting."

Article XXX-Salaries

a.   Section B shall be amended by changing "1/184" to "1/183".

Article XXXIV-Course Reimbursement

a.    Section B shall be amended as follows:"or other accredited national regional association."

b.    Add new Section F to read as follows: "Course reimbursement funds may be used for the National Board Certification application or renewal."

Article XXXVI - Duration

a.   Modify to reflect a three (3) year agreement.

Appendix A - Basic Salaries

a.    Section 1 shall be amended by changing "184" to "183".

b.    Section 3.B shall be amended to read: "Changes in the schedule for individual teachers shall be made once year, on October 1, provided, however, that documentation from the particular institution has been submitted to the Superintendent prior to the effective date of the change.

c.     The salary schedule shall be modified as follows: Year 1 -

1.) Steps and Columns will be paid

2.) Add "Master Teacher" column-this column shall be 3% greater than 2M/DOC/CAGS 3.) Add new Section 2.G: Master Teacher provided teacher holds current National Board Certification.

Year 2

1.) Freeze steps and pay columns. 2.) Increase Salary Schedule by 1.5%

Year 3

1.) Return to full payment of steps and columns.

2.) Increase Salary Schedule by 2%.

3.) Master's plus 30 will be eliminated the last day of the agreement. Employees who have been placed on Masters' plus 30 or who have obtained thirty credits beyond the Masters' on or before October 1, 2013 will continue to be compensated on the Masters plus 30 column.

Appendix B - Coaches Salaries

a. Add to intramural Instructors the following sentence: "Each season shall be eight (8) weeks with a stipend of $1,082.00."

Appendix C-Advisors

a.    Level II shall be amended to include: "Elementary Yearbook (each school)."

b.    All new positions which were piloted during the term of the Agreement shall be included herein.

Appendix E - Department Chairpersons, Curriculum Leader and Deans

a.     Add "Instructional Leaders" and add "Deans"

b.     Establish Instructional Leader positions at Decas, Minot, and Wareham Middle. **The "Instructional Leader" job description shall be bargained and incorporated herein

c.     The "Dean" job description shall be bargained and incorporated herein

d.     Modify Section B.4.: reduce Department Chairs "194" to "193".

Additional Matters:

a.    All MOA's entered into during the term of the Agreement shall be incorporated into the successor agreement.

b.    An "Advisory Committee" shall be established at Wareham High School. The Advisory Committee shall be charged with restructuring and improving the Advisory period. The Advisory period shall serve to disseminate and collect student forms, act as a "homeroom", assist with supporting Portfolios, etc. The Advisory will not impact Teacher Preparation Time and Work Load.
